How Does Rabbi Skip The Registry?


Something very sinister is unraveling right before our very eyes. In a stunning turn of events, in what should have been a slam dunk conviction instead turned into a circus act. Rabbi Yaakov Weiss literally ducked justice, or some would argue it ducked him.

Either way it's deeply insulting that an admitted child abuser cuts a deal sweeter than milk chocolate. And it's highly problematic to have prosecutors sworn to pursue justice pervert it so.


We all know pressure exerted by the Jewish Orthodox community can weigh down the mightiest, but by golly - why here?


The rational explanation to conclude is we're dealing with dirty lawmakers and politicians, who for their own personal gain and ulterior motives are perpetrating these ridiculous outcomes.

Any reasonable mind knows that 9 out of 10 times a person charged with such crimes will be prosecuted to the fullest extent of the law and be required to register as a sex offender. But no - not here. Go figure!

I had to read the Jan. 12 story, "Rabbi takes a plea deal," twice to make sure that what I read the first time was correct. Why did prosecuters agree to a deal that allowed Rabbi Yaakov Weiss to plead guilty without having to register as a sex offender?

Parents with children who live in the same neighborhood as the rabbi deserve to know about his crime.

Under the plea bargain, Weiss will not be required to be listed in a registry of sex offenders.

Prosecutors said they agreed to the deal to spare the boy and another child victim from the rigors of testifying at trial.

“This case has subjected these boys to an enormous amount of community pressure,” said Shannon Sarfoh, bureau chief of the Special Victims Unit of the Albany County district attorney’s office.

The mother of one of the two 13-year-old boys told The Forward, “We’re pleased that it’s over and glad that the children didn’t have to be subjected to testifying.” The Forward’s policy is not to name children or their families in such cases.

Weiss, 29, established a Chabad center in Colonie, an Albany suburb, and an affiliated Chabad Hebrew School. Indicted August 25, he served as an emissary of the Chabad movement until a few months ago. Weiss was suspended by Chabad, as soon as the charges were filed.

Weiss was charged with four counts related to sexual molestation of the two boys. Weiss pleaded guilty to child endangerment, but under the terms of his plea bargain, he admitted his guilt to other counts in the indictment under oath in court, Sarfoh said.

He pleaded guilty to advising one of the boys, in a phone call, to lie to his mother and to police about what had occurred.

According to recent reports like this one, it seems another rabbi Yaakov Weiss was caught molesting a couple of thirteen year old boys. To someone like myself, this is no surprise considering the fact that rabbis actually enjoy sucking baby penises, but if I know if I had never heard anyone say such awful things about jews or rabbis, I might get a little shock out of hearing such a thing.

I know there’s a possibility some people could be shocked to hear such a statement, but that is actually a good thing. Anyone who does or doesn’t know about the disgusting, genocidal, and all too frequently pedophilia rituals of blood lust carried out by jews, simply needs to get brought up to speed real fast.

There isn’t much time for beating around the bush, and there’s no nice way to tell you these creatures have sex with children for fun, lick bloody penises, or mutilate and murder people’s children, or commit mass genocide against every country they invade. The reason is simply, they have already invaded these united states, and they’re using our soldiers to kill more people while others waste your time getting to the point. It’s been going on all around our people for centuries, millennium even. So either move fast or get out of the way...

Additionally, there are no witnesses to these crimes ordinarily, so declaring ain
raglayim ledavar isn't necessarily going after the truth.

And if a person is accused falsely, the sex-crimes unit have the expertise to filter fact from fiction.

Statistics tell a story of a very small percentage that will lie about being abused sexually - especially by children - and even more so in the Jewish community where many are sheltered from the terms and vocabulary that other kids may have been exposed to.

To totally sweep allegations under the carpet without adequately investigating or alerting law enforcement is a sin that all too many Rabbis commit.

Rabbi Aaron Leib Shteinman is one of the top two leading Rabbis of the Haredi world. It is therefore a shock that while he was attending a meeting in Betar Illit on Thursday night, thieves broke into his Bnei Brak home and stole $50,000 in cash. The amount stolen in checks was even more - exceeding “hundreds of thousands” according to Kikar.net. The theft occurred in the Rabbi's home, 5 Chazon Ish Street, in Bnei Brak.

The incident is not the first time that a great sage was robbed. In another display of sheer audacity, the Chofetz Chaim himself was once accosted by an individual carrying a huge sack of white flour. Another individual, ostensibly horrified by the lack of honor to the Rabbi for getting flour all over him, spent some time dusting the flour off the Rabbi. The second individual, in league with the first, had stolen his wallet.

The Rabbi returned home after 10:00pm on Thursday with his entourage and they noticed everything was in disarray. The funds were given to the Rabbi to distribute.

Police investigating the break-in of the Shteinman home believe that it was an inside job - someone that had a key and knew the Rabbi's schedule.

From a halachic point of view, since his home was locked, Rabbi Shteinman is not considered responsible to repay the stolen moneys to the charities that were to distribute them. ♦

Sex-abuse claims need investigation, not denial

A federal report by the U.S. Department of Justice indicates high rates of sexual abuse at the New Jersey Training Center — the state-run juvenile detention facility in Monroe.

Nearly a quarter of about 300 male juvenile inmates there reported being victims of some type of sexual abuse. Of the 71 inmates who responded, slightly more than 23 percent reported sexual abuse victimization.

The initial response from the state Juvenile Justice Commission was almost as shocking as the report itself.

Commission Spokesman Sharon Lauchaire said in a prepared statement that the commission has "identified issues with the Justice Department report that raise concerns, including methodological problems often associated with self-reporting."

This is the wrong answer — one indicative of a mindset of denial.

What the state justice commission needs to do is first question its own possible "methodological problems" in preventing sexual abuse of juvenile inmates in its own facilities.

At the New Jersey Training Center, nearly all respondents said the abuse involved staffers, though the report did not specify which type of employees.

The red flag raised by the U.S. Department of Justice at the New Jersey Training Center warrants more, not less, investigation — especially into the training, backgrounds and complaint procedures that are in place at the facility.

Nationwide, the federal report conducted by the U.S. Department of Justice interviewed and surveyed inmates at 195 state-run juvenile facilities. Six of the top 13 sites nationwide reported victimization rates of 30 percent or higher in the report.

Lauchaire said the state Juvenile Justice Commission's statistics on sexual misconduct "differ significantly" from those in the Justice Department report.

The state agency said between April 2008 and June 2009, it reported a sexual assault between residents that was unsubstantiated, and two incidents of sexual contact between residents that were substantiated.

The huge reporting discrepancy of sexual abuse in the Monroe facility is cause enough for a thorough look at reporting procedures and enforcement and prevention policies.

The United States Department of Justice has the authority to sue juvenile detention systems that allow detainees to be abused or that fail to provide safe conditions.

It should not have to come this point in Monroe.

The New Jersey Juvenile Justice Commission should immediately embark on a thorough self investigation. Perhaps, the commission should consider bringing in a neutral third-party to conduct this thorough investigation.

The federal report should be considered a disturbing wake-up call.

It's time for honest inquiries, not shock or denial, at the New Jersey Training Center.

A suspended NYPD community affairs cop accused of a string of on-duty Manhattan sex crimes was convicted in a related official misconduct case -- for soliciting oral sex from a teenager he was issuing a summons to in Riverside Park.

Wilfredo Rosario was immediately tossed in jail pending a Jan. 29 sentencing and his yet-unscheduled trial on a 2003 rape, a 2004 sex abuse and a 2008 sex abuse case. Each accuser is a woman Rosario was arresting or "helping" in his capacity as a uniformed officer.

Rosario faces up to 25 yaers in prison if he's convicted of the most serious charge.

The victim in the official misconduct case had testified that Rosario ordered her, "This is between us," and made veiled threats about knowing all of her personal information.

She told jurors she'd stalled him off by telling him that she'd meet him on a future date -- which never happened.

But before he let her go, she'd wheedled from him a key piece of evidence: a scrap of paper on which the braniac cop had written, and misspelled, his own nickname, "BUDDAH."

One setback after another is derailing justice. Probably can make a long list of predominately frum Jews. Here are a few.

When Kolko pleaded to endangering the welfare of a child, we were like here we go again. We were right, he got no jail time and didn't have to join the sex offenders registry.

When Weiss confessed to putting his organ inside the buttocks of a thirteen year old boy and sexually molesting another, he too plead only to child endangerment, and will not be required to register as a sex offender.

Mondrowitz's long awaited extradition ruling resulted in a denial, he will not be extradited to the U.S., joining the ever growing list of criminals to shock the justice system.

Let Them Be

I know this is going to sound harsh and unfeeling but we ought to leave failed states alone to stew in their own self-imposed cruelties. It is, in the end, up to their own citizens to either put up or shut up.

I really thought Obama was going to usher in a new era and stop trying to cure those sick parts of the world that do not want to be healed. But it seems his arms dealers, his scaremongers, his political allies and supporters all have a vested interest in keeping armed forces overseas, sending young men and women to their pointless deaths, and throwing away vast sums of money that could better be used improving the fabric of society and infrastructure at home. I remember in my youth the arguments for staying in Vietnam. There was the domino theory that all of Asia would collapse into Communism. The line had to be drawn. Failed states would present a danger to the USA and World Peace. And they all proved to be false.

If you cannot tend to everyone else's garden, at least you can make sure yours grows properly..

"Weiss, a married father, moved to Colonie from Iowa in 2004. He faced a four-count indictment that included two counts of sexual abuse and two counts of child endangerment, both misdemeanors. If convicted, he faced a maximum of two years in jail.

Weiss sent an e-mail to the Times Union in October 2008, after being charged, calling the charges "100 percent untrue."

The Brooklyn District Attorney's office expressed disappointment Thursday after the Israeli Supreme Court ruled not to extradite alleged child molester Abraham Mondrowitz.

"We are disappointed by the decision," said Jerry Schmetterer, director of public information for the DA's office, which had been seeking Mondrowitz's extradition. "We are working with the U.S. Department of Justice and the Israel Ministry of Justice to see what remedies are available."

Asked to elaborate, Schmetterer said the remedies "would possibly be in the area of further appeals."

The unanimous decision of the three-judge panel is a setback to survivors of sexual abuse at the hands of rabbis and others in Brooklyn's Orthodox community who had been pressing for Mondrowitz's extradition.

In their ruling the Israeli justices seemed to take a swipe at nameless American and Israeli authorities for waiting too long to amend the extradition treaty so that it would apply to someone like Mondrowitz, who was facing at least a year in jail. (The treaty was amended in 2007, more than 20 years after the molestations of which Mondrowitz is accused allegedly took place in Brooklyn.)

The justices also questioned why U.S. officials had not asked for the trial to take place in Israel.

The ruling seems to leave open the possibility that Mondrowitz could be tried in Israel. According to a lawyer for the advocacy group Survivors for Justice, who was in the courtroom when the ruling was handed down, a state attorney in Israel, Marlene Mazal, was concerned about whether the alleged victims of Mondrowitz would be able to come to Israel to testify if there were a trial.

The Supreme Court's ruling overturned a lower-court decision that Mondrowitz should be extradited to the U.S. for trial. According to the Survivors for Justice lawyer, Adrian Daniels of the Israeli law firm Yigal Arnon, Justice Ayala Procaccia reasoned that, even if the alleged crimes had not exceeded the statute of limitations, Mondrowitz should not be extradited as a matter of public policy because the length of time that has passed since the crimes were allegedly committed would make a fair trial impossible.

Apparently aware that an arrest was imminent, Mondrowitz, who reportedly passed himself off as a psychologist with allegedly bogus credentials while living in Brooklyn, fled to Israel in 1985.

At the time, the extradition treaty between Israel and the U.S. did not cover charges of sodomy, which was among the crimes for which he was indicted. The first extradition request regarding Mondrowitz came in 1985, but the appeal was denied. A new request was filed after the treaty was amended in 2007. Thursday's decision was on Mondrowitz's appeal of that request.

Prior to Mondrowitz's arrest in Israel in connection with the extradition request, Israeli law enforcement, according to court documents, found evidence in his home of his use of child pornography, including on the Internet, as well as evidence that he was engaged in a business to sell phony college diplomas and other credentials. It is unclear whether Israeli law enforcement intends to pursue his arrest for those activities.

"Our attorneys in Israel have given us a summary of the Supreme Court's decision but we have not yet read the decision in its entirety," Ben Hirsch, president of Survivors for Justice told The Jewish Week. "The little we know thus far raises troubling questions. At the very least, the authorities in Israel should be pursuing criminal charges against Mondrowitz for recent crimes that both they and the U.S. authorities have clear and convincing evidence of.

"We are working with counsel to determine what can be done to help bring Mondrowitz to the U.S. to face trial for the terrible crimes for which he stands accused. We are saddened that Mondrowitz's victims have deprived this important step towards closure and will not rest until we have exhausted every possible legal means to bring this matter to the close it deserves."

BREAKING: Mondrowitz May Have Been Treating Boys Long After Indictment; new evidence suggests alleged child molester was counseling teen in Israel in 2006

(Posted Monday, Jan. 18, 9:15 PM) With alleged Brooklyn child molester Avrohom Mondrowitz under house arrest until Jan. 24 following last week's decision by the Israeli Supreme Court to deny his extradition, new evidence has emerged that appears to indicate that Mondrowitz was treating adolescent boys in Israel as recently as 2006.

According to a document provided to The Jewish Week by New Jersey attorney Michael Lesher, and apparently obtained from Mondrowitz's computer, Mondrowitz appears to have conducted an interview with and "assessment" of a 15-year-old boy who had been engaging in "improper behaviours [sic] with his peers."

While the document contains the boy's name, The Jewish Week is not publishing it to protect the identity of a minor.

It appears from the report, written as a letter and dated June 19, 2006, that Mondrowitz - who fled Brooklyn to Israel in late 1984 and was indicted on sodomy charges in 1985 - actually saw the teen in person, as opposed, for example, to having been sent a file for his review about the case. The boy is described in the letter as a "pleasant, neatly dressed, and polite 15-year-old."

The assessment indicates that the boy was being seen by Mondrowitz in part regarding "normal hormonal and physical changes in his body." It also notes that "Early adolescents may discover pleasurable self-stimulation. They form close friendships with peers and may experiment with them, or sometimes with somewhat younger peers, usually to satisfy curiosity. This quite normal experimentation phase usually fades and disappears."

The lengthy report concludes with Mondrowitz suggesting that the boy "will appreciate and grow positively in Midos [positive characteristics] and Maasim Tovim" [good deeds] from "close interaction with a knowledgeable Mashgiach or other Torah-true guidance figure."

The document indicates that the assessment was made at the request of the boy's father and a Mr. Benyamin Rosenstein, whom, the documents make clear, is the father of Jerusalem City Councilman Shlomo Rosenstein, a member of the United Torah Judaism party.

Mondrowitz's name appears at the end of the assessment, followed by the credentials "Ph.D., L.N.H.A." (Licensed Nursing Home Administrator), however there is no evidence he ever received a doctoral degree. Indeed, on a resume obtained by The Jewish Week, Mondrowitz claimed to have received a Ph.D. in clinical psychology in 1977 from "Teachers College, Colombia [sic] University." A New York Police Department detective, now retired, is quoted in a 2007 article in the Israeli newspaper Haaretz saying that all of his diplomas, including his rabbinic ordination, are "fakes."

According to Lesher, an attorney in Passaic, N.J., author and advocate who represents several men allegedly sexually abused by Mondrowitz, "The new evidence we have suggests that Mondrowitz was serving as a psychologist in Israel, despite many assurances from rabbis over the years [to the contrary]. "That," Lesher continued, "is a stunning contradiction of what we have been led to believe all these years."

Other documents provided by Lesher seem to suggest that Mondrowitz had discussed plans for a project, referred to only as "AOL," with someone named Mr. Myers. While it is unclear from the documents precisely what "AOL" is, the letter suggests it is an "endeavor" in some way related to "alternative therapeutic interventions that have assisted and greatly improved the situation and success of many children and their families."

The letter is written on Mondrowitz's letterhead, containing his current address and phone number in Jerusalem, and his name is preceded by "Dr."

The Jewish Week also obtained an index of material found on Mondrowitz's hard drive, information that was also provided to the chief superintendent of Israel's division of computer crime, Avi Aviv, in early 2007. The index notes that the drive contained two graphic video clips. One of the clips features "two young boys sitting together on a bed and getting undressed"; another depicts two boys engaged in "graphic" sexual activity.

The index also lists dozens of URLs for pornographic Web sites, some involving what appear to be minors, visited by the computer. It also notes the existence of e-mails written from Mondrowitz's e-mail address to customer support at sites that appear to feature child pornography asking why his access is being denied when he paid for access to the sites.

According to the index, there is also evidence that Mondrowitz used an iMule program, which is a site used to share illegal images. The index also lists items apparently related to the "Thornhill University," a bogus university from which Mondrowitz allegedly issued degrees and credentials. (Thornhill, sometimes described as a "degree mill," appears on several lists of universities that have no legal authority to issue degrees.) These included e-mail folders for the aliases of various of Thornhill University's "employees," including its president, Theodore Thorton. The drive also contained logos from various universities, presumably used in the creation of fake diplomas.

Reached Monday at their Jerusalem home, Mondrowitz's wife, Raizel, said that Mondrowitz was "unavailable." But she emphatically denied that he had been treating boys in Israel, though she did say he "had been a psychologist in Brooklyn."

"He hasn't had anything to do with treating anyone in 25 years," she said.

She also told The Jewish Week that the letters suggesting otherwise were "absolute lies" from "the same people who have been going after him for years."

Mondrowitz and his family have professed his innocence since he fled to Israel in 1984. After he left the U.S., he was indicted in absentia on four counts of sodomy and eight counts of sexual abuse in the first degree against four non-Jewish children in Brooklyn. (While Jewish children were among Mondrowitz's alleged victims, they were not part of the grand jury that indicted him and thus not part of this case).

Prior to Mondrowitz's arrest pursuant to an extradition request by the United States in late 2007 - and months after the Israeli authorities were alerted to Mondrowitz's involvement in child pornography and the granting of bogus degrees - Israeli police found evidence of his involvement with films containing child pornography in his home, according to court papers.

Mondrowitz has not been charged with any crimes in connection with these activities.

An e-mail to Aviv seeking comment on whether an arrest was planned was not returned. An e-mail to the spokesman for the Israeli State Attorney's office was also not returned.

Recently, it came to light in a story in the online publication signonsandiego.com that a California Air Resources Board scientist from San Diego, Hien Tran, had bought a fake degree in Applied Statistics from Thornhill University.

According to Ben Hirsch, president of the advocacy group Survivors for Justice, "The Israeli government's continued failure, thus far, to honor the Unites States' request for the extradition of Avrohom Mondrowitz to face trial for the heinous crimes he was indicted for in 1984, raises troubling questions. That forced sodomy was legally not an extraditable offense in 1984 was a travesty then, and Israel's failure to extradite Mondrowitz, now that that the law in Israel has been corrected, is a travesty now. "At the very least, the authorities in Israel should be pursuing criminal charges against Mondrowitz for recent crimes that both they and the U.S. authorities have clear and convincing evidence of. … An indicted serial child rapist such as Mondrowitz has no place in any civilized society. He deserves to be judged by a Brooklyn jury for the unspeakable crimes he committed in Brooklyn."

The new evidence about Mondrowitz's actions since being indicted in 1985 comes after last week's decision by the Israeli Supreme Court to deny what is the second extradition request made by the U.S. (An article on the ruling appeared last Wednesday on The Jewish Week Web site.)

Israeli state attorneys have until Jan. 24, 10 days after the court ruling, to decide whether to request an additional hearing.

The first extradition request regarding Mondrowitz came in 1985, but the appeal was denied. A new request was filed after the treaty was amended in 2007. Last Thursday's decision was on Mondrowitz's appeal of that request.

For the more than two years he was in prison, Avrohom Mondrowitz prayed to God for his freedom.

Two weeks ago, a three-judge Supreme Court panel ruled to release him to house arrest, reversing an earlier Jerusalem District Court decision that the 62-year-old member of the Gur Hasidic sect would be extradited to the United States for the alleged molestation of more than 100 children and adolescents.

Born in Poland, Mondrowitz immigrated to Israel with his family after World War II. In the 1950s, he immigrated again, to Chicago.

By the 1980s he was living in Brooklyn, where he presented himself as a rabbi and psychologist, an expert in childhood and adolescent problems, even though he had no accreditation in the field.

In 2007, former patients of Mondrowitz and students at the yeshiva at which he taught described to Haaretz just what happened behind closed doors.

The parents of Mark Weiss, then 14 years old, came from Chicago to Brooklyn for treatment with Mondrowitz. Weiss had nowhere to sleep, and his self-styled therapist invited him into his home.

"My parents knew and trusted Mondrowitz," said Weiss, now 42. "His family was on vacation in the Catskills, and he came to pick me up at the airport. At first it was a lot of fun; he took me all over the place.

"At night he came into my bed and touched me. He did everything, including acts of sodomy. I was naive - I didn't understand exactly what was going on. I thought it was part of him being nice," Weiss recalled.

Today Weiss is active in Survivors for Justice, an organization created in the United States by victims of Mondrowitz.

In 1984, the New York Police Department collected testimony from Mondrowitz's victims and their parents in the ultra-Orthodox communities of Brooklyn.

Officers drafted a 13-part indictment including first-degree sodomy, which carries a maximum sentence of 25 years in prison.

Authorities in New York issued an arrest warrant, but when police came to detain him, Mondrowitz and his family had fled to Israel.

The U.S. Justice Department immediately issued an extradition request, but the extradition agreement between the United States and Israel did not include charges of sodomy, but only rape.

In Israel, Mondrowitz - married and the father of seven children - continued teaching in a yeshiva and counseling children. He is also suspected of having sold forged university degrees to anyone willing to pay.

Israel Police investigators have found significant material testifying to offenses both sexual and otherwise, including pedophile films and forged degrees from universities around the world.

Mondrowitz was first questioned by Israeli authorities in October 2007, then released to limited house arrest.

In January of that year, the Israel-U.S. extradition treaty was amended to include any offense that carries a sentence of one year or more.

The U.S. Justice Department immediately issued a new request for Mondrowitz's incarceration.

According to U.S. law, Mondrowitz's alleged offenses are not affected by a statute of limitations, given that the suspect fled to a foreign country.

Too much time has passed

One night in November 2007, Mondrowitz was seized at his home in Jerusalem's Nahlaot neighborhood and taken into custody, and a week later released to house arrest.

Supreme Court Justice Ayala Procaccia wrote in the ruling that even if the alleged offenses had not exceeded the statute of limitations, Mondrowitz should not be extradited because the length of time passed since they allegedly occurred would make a fair trial impossible.

The court also ruled that Israel and the United States could have changed the extradition treaty long before they did, and even if it was amended in 2007, Mondrowitz was still entitled to the presumption of innocence.

In the coming days the State Prosecutor's Office will likely ask the Supreme Court to hold an additional hearing on Mondrowitz's case.

The New York-based president of Survivors for Justice, Ben Hirsch, said, "We won't rest and we won't be quiet until Mondrowitz is brought to a fair trial in Brooklyn, where he committed his criminal acts. How many children's lives will be ruined by that monster before the Israeli authorities decide to put an end to it? Should we understand from the Supreme Court's ruling that it is recommending that the U.S. government forcibly kidnap Mondrowitz to bring him to trial?"

That's absolutely correct. Why do you think Nussbaum works in my yeshiva even after allegations surfaced back in the early 1990's that he likes to touch little boy privates?

Let's focus on more pertinent issues like kovod for talmidei chachomim, yiras shomayim and how to be a stern mechanech.
