Allegations of sexual abuse involving the Roman Catholic clergy in the United States rose sharply last year to nearly 700 from around 400 in 2009, according to a church report Monday.

The vast majority of the allegations, 653, involved alleged abuse that occurred decades ago but whose "victims/survivors are just now finding the courage to report" them, the study said.

Thirty accusations were made by current minors, but only eight were deemed credible, said the US church's annual report on implementation of the Charter for the Protection of Children and Young People.

The number of victims was up sharply from 2009, when there were some 400 new allegations of clergy sex abuse in the United States.

Payouts were also up, rising from $104 million in 2009 to around $124 million last year.

Most of the allegations, 574, were against priests -- nearly half of whom are already deceased. Some 275 of the accused priests had already faced earlier accusations, the report said.

Five allegations of sexual abuse of minors were made against international priests from Bolivia, Colombia, Mexico -- accused of molesting two children -- and the Philippines.

More than half the victims were between the ages of 10 and 14 when the alleged abuse began; one fifth were aged between 15 and 17 years, while another fifth were younger than 10.

Most victims were boys -- 83 percent -- and two-thirds of the alleged incidents occurred or began between 1960 and 1984, the report said.

You name the abuse and I lived it and witnessed it. It is baffling to me how mandel allows nussbaum free reign to sexually and physically attack other boys, but it should not be surprising when you consider mandel is himself an abusive very angry person who hides his volatile temper behind a masked smile.

Agudah feels this little man is worthy of representing orthodox Jews. No wonder sex abuse coverups, lies and deceit continue to this very day.

TALLAHASSEE, Fla. -- A wide-ranging bill addressing sexual abuse issues was unanimously passed by the Senate Friday and now awaits Gov. Rick Scott's signature.

Sexual abuse survivor Lauren Book helped craft the legislation (HB 251) as part of her efforts to prevent abuse, help victims and punish offenders. Among other things, it would require rape suspects to get tested for hepatitis and allow evidence of suspects' past sex crimes to be used in court.

It also would require law enforcement agencies to provide or arrange for transportation so rape victims can get medical treatment or have forensic evidence gathered and provides relocation assistance to victims. Schools would be required to include Internet safety courses in their health curriculums.

"It's a really great day for the survivors of Florida. We've really worked to make Florida a safer place," said Book. "It's about protecting the survivors."

Book, 26, was raped and tortured by her nanny beginning when she was 13 and ending shortly before she was 17. Since turning the woman in, Book has dedicated her life to helping survivors recover and preventing abuse from happening through new laws, the Lauren's Kids foundation and walks to raise awareness.

The Associated Press doesn't typically identify victims of sexual abuse but Book has agreed for her story to be told and has published a book about her experiences.

Rep. Chris Dorworth, R-Lake Mary, said the issues were originally proposed as separate bills, but he suggested that they be combined into one piece of legislation.

"It's probably the most comprehensive piece of legislation on behalf of victims of sexual abuse that has been passed in the state possibly ever," Dorworth said. "This really takes a big whack at the root of evil when it comes to sex offenders and the predators that we all want out of this state."

WOODBURN, Ore. -- Oregon State Police detectives arrested a former Columbia County sheriff's deputy on 55 sex crimes charges.

John Lawrence Hinkle, of Saint Helens, was booked in the Columbia County Jail on Friday night, after being arrested in Woodburn around 8 p.m.

Detectives said allegations of sex abuse were made Thursday.

Hinkle, 47, is accused of 10 counts of rape, 25 counts of sex abuse, 15 counts of incest and five counts of sodomy. He goes by the name Jack, said neighbors.

"It makes me very sad because the Jack that we know is not the Jack you're telling me about now," said Susannah Garza, who lives down the street from Hinkle. "I have a 15-year-old daughter and I trust him with my daugther. He is the kind of guy you want living next door."

Garza said Hinkle was helpful and went out of his way to make her and her husband feel comfortable when they moved into his neighborhood.

Several other neighbors echoed her sentiments and expressed shock that Hinkle had been arrested.

"I hope people give Jack the benefit of the doubt until his due process has been done," said Garza. "If you put yourself in his shoes, you would definitely want people to give you that much respect. This could ruin his life if it's not true."

She added, "And if it is true, it's very sad that it's happened. I hope it's not."

He left the sheriff's office in April 2010, according to neighbors.

Hinkle's resignation followed an internal investigation into allegations of misconduct, according to the South County Spotlight newspaper.

The investigation found Hinkle issued a citation to a boater without probable cause and lied about the citation under oath, the paper reported.

OSP Criminal Investigations Division and the Columbia County District Attorney's Office are investigating alleged crimes.

Calls to OSP, the District Attorney's Office and the Columbia County Sheriff's Office were not returned on Saturday.

No one answered the door at Hinkle's home on Saturday afternoon.

Court To Rule On Release Of Mondrowitz Records

New York’s Court of Appeals will decide whether Brooklyn District Attorney Charles J. Hynes must release records in an alleged sex-abuse case that a lawyer believes will show political favoritism by Hynes.

The New York Law Journal reported that the state’s top court will consider reversing a lower court’s ruling regarding Rabbi Abraham Mondrowitz, who fled to Israel in 1986 amid allegations that he abused patients in his psychotherapy practice.

New Jersey attorney Michael Lesher believes that when Hynes took office he did not attempt to have Mondrowitz extradited because he didn’t want to hurt ties with Brooklyn’s Orthodox community, a charge Hynes vehemently rejects.

Lesher, who represents six alleged victims of Mondrowitz, filed a request under the Freedom of Information law for the documents. The State Supreme Court ruled that Hynes had to provide them, but the Appellate Division reversed that ruling last June.

A Kansas City, Missouri, man faces child sex abuse and incest charges after allegedly assaulting several family members over a number of years, prosecutors said on Friday.

Alfredo Sierra, 62, is charged with eight counts of statutory sodomy, three counts of child molestation, three counts of incest and one count of statutory rape. According to prosecutors, the victims, ages 11, 9 and 7, were victims of sexual abuse over the past several years.

Police say that the victim's mother told them that the children had refused to visit Sierra's home because of the abuse.

Prosecutors say that Sierra, who was arrested on Wednesday, admitted the abuse during questioning.

This week, we've reported on at least three different and very disturbing cases, where young children were sexually abused. CBS 21 News has warning signs parents can look for to find out if their kids have fallen victim.

The statistics are disturbing. One in every 4 girls and one in every 6 boys will be sexually assaulted before their 18th birthday. But there are things you can do to warn your kids of this kind of abuse, before it happens.

With texting and Facebook out there, kids today communicate in very different ways. That's why Christina Warfel decided to do something different to help children who've been sexually abused. She started up a victim's outreach texting hotline,

" In order for these crimes to stop, we have to put these people behind bars," Christina Warfel, founder.

The crime hit home recently, when a young family member told Christina he'd been raped.

" He was so afraid that he would get in trouble. That this was his fault and that everyone was going to be mad at him plus he was threatened by this person not to tell anyone or he was going to come and kill him," said Warfel.

Fear is why only 33-percent of these crimes are ever reported.

" Usually by the time a sex offender is caught, he has a dozen to over 100 victims under his belt," said Warfel.

Christina says children who may have been sexually abused show signs of depression. Their grades drop or they misbehave. But there is one major thing parents can do; arm their kids with knowledge.

" You have to open up that dialogue with them at an early age. Tell them about what is good touching, what is bad touching and what they should do if anything does happen," said Warfel.

Deponent states that deponent is informed by an individual known to the District Attorney's office that defendant 1) shut the door to the above location and prevented informant from leaving the above location; 2) grabbed informant's breasts without consent; 3) attempted to pull down informant's pantyhose and forcibly grabbed informant's vaginal area; 4) forcibly made contact with his penis and informant's mouth twice; and 5) was able to accomplish the above acts by using actual physical force.

France's Dominique Strauss-Kahn resigned Thursday as managing director of the International Monetary Fund (IMF) but maintained he was innocent of the sexual assault charges against him.

"It is with infinite sadness that I feel compelled today to present to the Executive Board my resignation from my post of Managing Director of the IMF," he said in a statement.

"I want to say that I deny with the greatest possible firmness all of the allegations that have been made against me," the statement added.

Strauss-Kahn, a leading French politician, is jailed in New York awaiting a grand jury decision on whether to indict him on charges of the alleged sexual assault and attempted rape of a 32-year-old Manhattan hotel chambermaid.

New Vatican guidelines aimed at fighting child abuse by priests tell Catholic bishops they should cooperate with police, but do not order them to report allegations to the authorities.

"Sexual abuse of minors is not just a canonical delict but also a crime prosecuted by civil law," says the letter to bishops around the world, using the Vatican term for a violation of church law.

Yesterday in France we have a former minister Luc Ferry who said on TV one of his collegue has been caught in marrocco during a police operation abusing a 5 years old boy.

YOB is a haven for sex offenders. When Unorthodox Jew revealed my dirtiness it left me unemployed. Rabbi Shlomo Mandel wasted no time and hired me to proctor tests at his school. Kind of the same line of thinking in why he keeps Nussbaum around. I think he was soothing my pain after realizing the sex abuse epidemic must be covered up at all costs.
